The Office of Global Engagement at Utah State University invites applications for the Director of International Student and Scholar Services (ISSS). The ISSS Director (Program Coordinator) oversees compliance with U.S. Department of Homeland Security and the U.S. Department of State to enable Utah State University (USU) to sponsor international students and scholars to study and/or engage in collaborative academic endeavors. The ISSS Director leads the development and implementation of policy, procedures, and infrastructure to support international students and scholars with a comprehensive pool of resources. This position will be hired at either the Program Coordinator III or Program Coordinator Senior level per qualifications listed below.
This position is eligible for hybrid work within the state of Utah.
Responsibilities:
- Oversees adherence to federal and university immigration guidelines for the sponsorship of non-immigrant visas.
- Researches, interprets and applies federal and university regulations and policies related to international student sponsorship.
- As the Primary Designated School Official and the Responsible Officer, provides guidance and training to international students, staff, and faculty regarding F-1 and J-1 regulations and ensures institutional compliance with Student and Exchange Visitor Program (SEVP) regulations and Student and Exchange Visitor Information System (SEVIS) reporting requirements.
- Provides direction for immigration advising practices, policies, and procedures.
- Communicates with external agencies (Department of Homeland Security, Immigration and Customs Enforcement, Department of State, Federal Bureau of Investigations, etc.).
- Coordinates with other university departments including Advising, Registrar, etc. to develop and implement policy, procedure, and support services for international students.
- Hires, trains, and supervises direct reports (four full-time staff). Provides training and professional development opportunities, assigns duties, and coaches to employee success. Provides support and feedback on indirect reports (one full-time staff, several student employees).
- Identifies metrics and develops regular assessment tools to measure, evaluate and report overall program success. Utilizes data to improve immigration advising and support services to students.
- Leads staff to create, implement, improve, and maintain new and existing in-person and online training workshops, events, and activities aimed international students and scholars.
- Provides leadership and direction for the front office manager in their role of ensuring a consistent/cohesive welcoming and supportive environment.
- Coordinates with the international undergraduate admissions team, School of Graduate Studies, and other units for successful on-boarding of admitted students.
- Attends and participates in various university-wide committees and meetings as a representative of the Office of Global Engagement.
Additional Responsibilities for Program Coordinator Senior:
- Serve as administrative proxy for the Vice Provost for Global Engagement.
- Serve as a Fulbright Program Adviser for Utah State University.
Minimum Qualifications:
- For Program Coordinator III:
- Bachelor's degree in a related field plus two years of relevant work experience; or a master’s degree in a related field; or an equivalent combination of education plus experience.
- For Program Coordinator Senior:
- Bachelor's degree in a related field plus four years of experience; or a master’s degree in a related field plus two years of experience; or an equivalent combination of education plus experience.
- For all levels:
- Citizen or lawful permanent resident of the United States.
- Excellent written communication skills in English.
Preferred Qualifications:
- Experience living abroad.
- Experience working with international students or cross-cultural exchange.
- Experience with database and records management.
- Experience with Terra Dotta International Students and Scholars or similar software.
Knowledge, Skills, and Abilities:
- Expert knowledge and understanding of federal regulations affecting non-immigrant students.
- Broad knowledge of USU policies and procedures.
- Capabilities in organizing, prioritizing, and multi-tasking.
- Ability to work collaboratively in a busy office environment and to interact with students, faculty and/or staff in a team environment.
- Adeptness to resolve complex issues.
- Competency in maintaining confidential information.
