Title: Director of Student Services
Classification: MNAA (Administrative-Exempt)
Reports to: Superintendent
Primary Function: Under the direction of the Superintendent or Designee, the Director of Student Services shall develop, design, plan, implement, coordinate and supervise all special education and related service programs for students K-12. The Director of Student Services will supervise the following areas: school counselors, school psychologists, school nurses, records, attendance, home school visitor, student assistance program, homebound instruction, MTSS (stands for multi-tiered system of supports which is a framework used to give targeted supported to struggling students), Section 504 Plan of the Americans with Disabilities Act (it is a formal agreement between family and the school ensuring that proper accommodations are made for children with medical or psychiatric conditions, allowing children to receive education). Coordinate services with outside providers as well. In addition, the Director of Student Services will work collaboratively with members of the administrative team to provide district-wide leadership to promote the social-emotional development of each student.

Evaluation: The performance of this job will be evaluated annually by the Assistant Superintendent in accordance with Pennsylvania State Law and the provisions of the board's policy on the evaluation of certified staff.

School Leadership
- Assumes responsibility for the design and implementation of social- emotional, guidance, and nursing programs, based on current educational theory and research, to meet the specific needs of the schools and their
- Serves on building and district committees.
- Serves as building administrator in the absence of the principal.
- Assists in the development and monitoring of the budget pertaining to guidance, nursing, and social-emotional services.
- Ensures a smooth transition into high school for various student populations under their responsibility through continuing articulation with the high school guidance departments.
- Oversees the guidance department which is responsible for Child Study Teams, RTI, 504, and character education.
- Serves as the District Harassment, Intimidation, and Bullying Coordinator (student incidents only).
- Serves as the District's Affirmative Action Officer (student incidents only).
- Coordinates and implements programs and practices to support student and community awareness of suicide prevention, drug and alcohol prevention, mental wellness, digital citizenship, cyber-safety, and SEL.
Student Discipline/Supervision of Students
- Assists building principals in maintaining high standards of student conduct and implementing disciplinary procedures as stated in the Code of Conduct.
- Supports teachers who have students with behavioral issues.
- In cooperation with the building Principals, works with students, staff, parents, law enforcement officials, and others in the implementation of student behavior codes, positive behavioral programs, and restorative practices.
- Supports the practices for generating and maintaining accurate discipline records at schools.
- Assists in new student orientation for incoming grades K, 6, 9, and new students.
- Assists in developing innovative strategies, preventative approaches, and proactive plans for students who exhibit at-risk behaviors.
Record-Keeping, Reporting, and Scheduling
- Assists and oversees the preparation of required reports of harassment, intimidation, and bullying.
- Assists the administrative team in the development, implementation, and evaluation of the master schedules.
- Oversees the acquisition and implementation of district resources to support social-emotional, guidance, and nursing initiatives.
- Works in collaboration with the Superintendent for all federal, state, and district reporting.
Interactions with School Staff
- Evaluates assigned staff in accordance with State Law and Regulations, Board Policy, and District Practices.
- Works with the administrative team in providing effective climate and culture, curricular, instructional, and program leadership to the schools.
- Assists in the coordination and supervision of special programs funded by the State or Federal Government.
- Assists in the recruiting, screening, recommending, and assigning of the schools' staff.
- Assists in the orientation of new staff members, especially as it relates to the areas of student policy and procedures.
- Assists in implementing district policy, goals, and objectives.
- Exercise decisive leadership in crisis situations.
- Acts in a supportive role in working with parents, teachers, and the community to promote the effective flow of communication.
- Promotes good school-parent relationships when discussing specific student issues with parents.
Contact with Students
- Maintains high standards of student conduct and enforces discipline as necessary in accordance with the Code of Conduct.
- In conjunction with the building Principals, supervises the planning and delivery of intervention and referral services for pupils who are having difficulty in their classes and who have not been classified in need of special education services.
- Supervises guidance services within schools.
- Supervises nursing services within schools.
- Supervises Harassment, Intimidation and Bullying (HIB) investigations, procedures, and school climate team as per State Law and Title IX procedures and regulations.
Other
- Assists in the planning and supervision of activities to promote student and staff health and safety.
- Oversees the development and monitoring of the district's social- emotional programs and projects.
- Maintains personal professional competence and continuous improvement through in-service education and other professional growth activities.
- Performs other related duties as may be assigned by the Superintendent.
Non-Essential Functions
- Performs other reasonably related duties in equal or lower classifications as assigned.
Minimum Qualifications:
- Possesses a Valid Pennsylvania Supervisor of Pupil Services, Superintendent and/or Principal certification.
- Minimum of five (5) years of successful teaching.
- Possess strong organizational, communication, and interpersonal.
- Demonstrates knowledge and understanding of child growth and development, positive behavioral supports, restorative practices, social-emotional learning, and the resources available in the school and community to assist students.
- Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code)
- Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code).
- Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994.
- Submission of Federal Criminal History Record in accordance with Act 114 of 2006.
Work/Physical Conditions:
- Employee works primarily in a climate-controlled environment except when traveling to other buildings, meetings, training locations and other areas.
- The position is classified as sedentary in nature as defined by the U.S. Department of Labor. Sedentary work is defined as exerting up to ten pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for intermittent periods of time; typically required to bend at the waist, reach overhead and below the waist level on an occasional basis, and to reach at shoulder level on a regular basis.
- Routinely uses one or both hands for simple grasping and fine manipulation necessary for writing, accessing files and supplies, and operating office equipment.
- Must have the use of sensory skills to effectively communicate and interact with other employees and the public with telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, of fell objects and controls.
- Visual acuity to read correspondence.
- Auditory acuity to be able to use telephone, interview job candidates, conduct site meetings.
- The ability to perform documentation and paperwork, and process written information is also required.
- Ability to speak clearly and distinctly to communicate with staff and colleagues over the telephone and face-to-face. A variety of general office equipment including telephone and copy machine.
- Functions at a high level and must possess sound judgment, confidentiality and maturity required for making decisions that affect large numbers of staff, students, and their families. The nature of the job requires dealing with sensitive and confidential information as well as broad-based information.
- May be required to work with frequent interruptions, under stressful conditions when dealing with difficult issues involving students, staff, parents, and others.
