POSITION SUMMARY:
To serve as the District's personnel officer - to plan, organize, direct, and administer employee recruitment and selection, transfer, promotion, layoff, and separation processes; to plan, organize, manage and direct the student service program; to plan, organize, coordinate, and manage the District pupil record management system, to plan, organize, and direct research and development processes, including student attendance and welfare, student behavior and discipline, health related matters, and alternative education issues; and to do other related functions as directed.
QUALIFICATIONS:
1. Appropriate Kentucky Administrative Certification
2. Experience and other qualifications as the superintendent may find appropriate and
acceptable.
REPORTS TO:
Superintendent
SUPERVISES:
Family Resource and Youth Service Center Directors, Alternative School staff, Homebound Teachers, Substitute Teacher Coordinator and teachers, Health Services, Attendance Specialist.
PERFORMANCE RESPONSIBILITIES:
240-day contract with salary determined by the adopted certified and administrative salary schedules of Trigg County Board of Education.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of certified personnel.

SUPERVISES:

PERFORMANCE RESPONSIBILITIES:
- Serve as the advisor to the Superintendent pertaining to personnel management, staff development and employer/employee relations problems, issues, and concerns.
- Identify, plan, and establish goals, objectives, and direction of the district personnel management.
- Plan, organize, develop, and recommend personnel policies and regulation statements, and operational procedures and guidelines.
- Aid in reviewing, analyzing, and evaluating pending legislation, legal mandates, regulations, and guidelines, which may affect the district programs, functions, and activities related to the responsibilities of the positions.
- Plan, develop, and implement audit and evaluation procedures to ensure that the personnel management and staff development systems, processes, and procedures are pursued in a cost effective and cost beneficial manner.
- Plan, design, and establish assessment and evaluation procedures.
- Plan, design, implement, and continuously assess the personnel record management, storages, and retrieval system.
- Review, analyze, and audit the District employee performance appraisal program, and counsel, advise, and assist management and supervisory personnel in developing programs that aid in employee motivation and in the improvement of employee performance.
- Serve as the District grievance process coordinator, which includes advising and managing the District grievance hearing process.
- Keep the records and make the reports that are required by law, by regulation of the Kentucky Board of Education and by the superintendent and Board of Education.
- Provide leadership and expertise in identifying, formulating, and implementing the District student service goals and objectives in compliance with state and federal legal mandates and guidelines.
- Serve as the custodian of student records, and plan, organize, and coordinate the response to record requests, and student record subpoenas.
- Provide advice and counsel to District and members of educational community concerning youth service referrals, interdistrict transfer issues, foreign student attendance eligibility, and student discipline.
- Perform related duties as assigned.
