TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Educational Specialist III of the Student Support Section, the Educational Specialist II:
1. Provides leadership, professional development, technical assistance, coordination, and consultative services required for implementation and sustainability of the HMTSS in all schools.
2. Prepares and provides technical assistance in the data-driven decision-making process around English Learners; utilizes data platforms within the Department; coordinates data collection and analysis; disseminates information on exemplary and innovative practices; uses statewide data to address equitable and culturally responsive practices; documents activities related to the HMTSS; and develops and monitors the implementation of the statewide plan for the HMTSS.
3. Works with schools, complex areas, districts, and state offices in implementing, monitoring, and evaluating the HMTSS and various components of English Learner support services in the Department (e.g. Language Development Plans, Newcomer Centers, etc.)
4. Works in concert with the other educational specialists in the OSSS, particularly in the areas of PBIS and Response to Intervention (RTI), to develop and promote a coordinated, integrated framework that addresses the learning and behavioral needs of English Learner students.
5. Works closely with English Learner leads and coordinators to coordinate the integration of OSSS programs into Infinite Campus and other electronic database systems, including the Department's early warning system, LEI Kulia, and Student Information System.
6. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment.
Education Substitution : Bachelor's degree or certificate/license in education plus two (2) additional years of relevant experience in one or more subject fields appropriate to the area(s) of assignment.
Desired Education: Degree in elementary education, secondary education, school administration, or counseling.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Desired Experience: Professional work experience in program implementation and evaluation and/or administration experience at the school, complex area, or state level.
Experience Substitution : Nine (9) years of responsible professional work in K-12 education of which at least three (3) years shall have been as a district resource teacher, curriculum coordinator, school-level leadership position (e.g. department head or school leadership team member), or higher education instructor/administrator in a subject field appropriate to the area(s) of assignment.
Combined Education and Experience : An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Knowledge Desirable : Current knowledge of American education; educational leadership and administration; assessment and evaluation; student support services and programs; principles of research; standards-based education; K-12 counseling, behavioral health supports, school guidance, diagnostic services, PBIS, RTI, and MTSS.
Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to: Develop and implement on-line professional development and appropriate on-line tools (i.e., SharePoint, podcasts, voice threads, website, Webex, webinars, etc); organize and prioritize work, and multi-task to maintain an effective work pace while working under deadlines.
Supplemental Information
SALARY RANGE: EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
