Office of International Programs

The Office of International Programs(OIP) works with academic and administrative partners in the colleges to build on the success of the UTEP international community. OIP is a meeting place for international student and scholar support and a key facilitator of our community's cultural awareness growth through programming, services and outreach. We provide the expert means to enrich UTEP's campus diversity while complying with federal regulations and helping our international clients understand their own obligations.

Position Information

Hiring Department: Office of International Programs

Posting End Date: Open until filled.

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, flexibility is required on evenings and weekends

FLSA status: Exempt

Salary: $110,000 to $120,000 Annually

The primary accountabilities are intended to describe the general content of and requirements of this position and are not intended to be an exhaustive statement of duties. Specific tasks or responsibilities will be documented in the incumbents' performance objectives as outlined by the incumbents' immediate supervisor or manager. This position is security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to obtain criminal history record information. A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.

Purpose of Position

Essential Functions

Serves as Primary Designated School Official (PDSO) and Responsible Officer (RO) for the University and maintains responsibility for ensuring certification and compliance with the Student and Exchange Visitor Program (SEVP), including Form I-17 updates, Form I-20 issuance, and all monitoring and reporting requirements.

Provide leadership and budgetary oversight of the Offices of International Programs, Study Abroad and UTEP's Passport Acceptance Facility including the training, and compliance of all Designated School Officials (DSO's) and Alternate Responsible Officers (ARO's) and the professional development of those they supervise.

Serve as a member of the Student Affairs Leadership Team and contribute to the broader institutional goals of increasing student engagement particularly UTEP Edge high-impact experiences such as study abroad, on-campus student employment, internships and leadership development.

In collaboration with the Divisions of Enrollment Management, Marketing & Communications, and Academic Affairs, develop outreach and recruitment plans that serve to increase international student enrollment of students from Mexico, Bhutan and other countries that align with the institution's mission and strategic enrollment plan. Critically evaluating the success of initiatives, recommending modifications that may be needed, and implementing changes that will enhance the recruitment and admission of international students.

Oversee the issuance of several scholarships and supervise the department's administration and support of financial assistance programs such as the PASE program (Programa de Asistencia Estudiantil) that allows in-state tuition for Mexican nationals with demonstrated financial need, as well as scholarships available to International Students.

Remain knowledgeable of federal, state, and local laws and regulations affecting areas of responsibility, creating and modifying policies, procedures, and practices to remain compliant, and advising others in the interpretation and application of laws and regulations as appropriate. Ensure staff, faculty and students maintain compliance with campus, state and federal policies, procedures, protocols through the development and facilitation of training programs, educational materials and online modules and platforms.

Serve as the primary resource for information regarding the interpretation and application of Department of Homeland Security, Bureau of Citizenship and Immigration Services, and Department of State regulations pertaining to international students and scholars.

Raise UTEP's international educational profile by collaborating with the President's Office, Provost's Office, Colleges/Schools, Faculty, and Staff to foster partnerships between UTEP and institutions of higher education, consortiums, and appropriate global agencies that support study abroad, research and internship experiences.

Collaborate with faculty, staff, and other stakeholders to increase the number of students studying abroad by creating new opportunities for UTEP students to participate in international education including faculty-led international experiences.

Oversee study abroad and scholar services policies and procedures inbound and outbound student administrative functions, risk management and crisis response as well as students' registration for the period(s) they are at UTEP or abroad.

Provide oversight and leadership for UTEP student international travel and serve as the primary facilitator of MOU agreements between UTEP and global partners that focus on study abroad, exchange and research activities for students.

Provide oversight and leadership for programs and initiatives that assist international students, scholars and those who have studied abroad in the adjustment and integration or reintegration into the UTEP community.

Provide oversight and leadership for Pre-arrival programs, International Student/Scholar Orientation, on-going educational programs including CPT/OPT information sessions.

Develop and implement assessment activities that include evidence-based learning, student persistence, and customer satisfaction. Responsible for the creation of dashboards, impact reports and strategic plans containing specific and measurable goals and objectives.

Serves as a primary resource for faculty, staff and students on international student and scholar global initiatives, student international travel, and global student engagement opportunities such as internships and research.

Serves as a member of the University-wide on-call crisis response team. Collaborates with other administrators to assist students and scholars during crisis situations.

Participates in various committees, professional trainings, industry conferences, and conventions.

Represent UTEP in state, national and international conversations as appropriate.

Ensure that all activities under the Assistant Dean's purview support UTEP's mission of access and excellence.

Collaborate with campus leaders to identify opportunities to improve the student experience, sense of belonging, institutional reputation, and other appropriate goals.

Develop external partnerships that support the vision of the Division of Student Affairs and the University

Knowledge of all Microsoft Office software, and able to learn and use institutional software systems.

Complies with all State and University policies.

Other duties may be assigned.

Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's objectives, policies and applicable laws.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Qualifications:

Education: Master's Degree

and

Experience: Seven years progressively responsible leadership in international student services in higher education setting. Knowledge of USCIS, federal regulations, SEVIS-related processes and reporting requirements. Ability to analyze and interpret federal and state regulations related to immigration, OPT, CPT, work authorization, admission, recruitment, residency and other related processes Demonstrated successful experience leading student service teams in higher education setting. Proficient technical skills in data management, data processing and student information systems. Exemplary interpersonal and communication skills, both verbal and written. Three years' experience supervising and leading staff members. Additionally, a successful candidate will be a proactive leader and manager who is adept at problem solving, assessing organizational effectiveness and developing a team to accomplish goals.

Preferred Education: Terminal Degree (Ph.D. or JD) in related field

Preferred Experience: Eight years of progressively responsible leadership in international student services in higher education setting. Spanish fluency. Experience working with first-generation students of low socioeconomic status. Five years' experience supervising and leading staff members. Experience developing and evaluating higher education international student enrollment and recruitment plans.
