Job Summary
TRIO Upward Bound (UB) is a federally funded program and one of two TRIO programs at the University of Utah. The Upward Bound Manager develops and implements policies, programs, and financial objectives for the project in accordance with the federal guidelines and regulations determined by the U. S. Department of Education. The UB project serves 95 pre-college students annually with a goal to increase the number of low-income and first-generation students who enter and graduate from post-secondary institutions of higher education within six years. The UB Manager is responsible for planning, organizing, and directing all aspects pertaining to the student service functions of Upward Bound’s internal and external customer service. This includes but is not limited to, staffing, financial management operations, development of curriculum, lectures, academic advising, tutoring, summer pre-bridge programming, and other education materials specific to academic programs. Acts as a liaison between the department and its students and staff to ensure continuity and quality of service and care. Priority review date is March 20th
Responsibilities
Assists the Associate Director in developing and implementing the staff management and financial objectives for the Upward Bound program consistent with the University of Utah’s goals and objectives. Markets and promotes new and existing programs and services to internal and external partners. Programs include weekly tutoring at participating high schools, Saturday educational experiences, and a 6-week summer residential program. Participates in University-wide committees to establish standards and administrative plans and policies. Facilitates cooperative and collaborative community and institutional relationships. Ensures student satisfaction by analyzing complaints, concerns, and suggestions and providing appropriate follow-through. Develops departmental strategies consistent with the assigned department’s continuous quality improvement program. Ensures competency of staff through the development and/or presentation of educational programs and through ongoing staff performance evaluations. Coordinates with the associate director and staff management in recruiting, performance evaluations, and staff retention. Participates in the development and interpretation of department policies to ensure compliance with the University’s policies and regulatory requirements. Ensure compliance with federal and state regulations. Establishes internal objectives and implements procedures to meet goals. Assists in setting department short and long-term goals.
Minimum Qualifications
Bachelor’s degree in a related area or equivalency (one year of education can be substituted for two years of related work experience). Four to six years of progressively more responsible management experience. Background knowledge of hiring department’s area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department. Master’s degree in a related area may be preferred. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.
