Job Description:
The Vice Chancellor/Provost for Global Affairs provides vision, leadership, and strategic oversight for advancing the global presence and partnerships of the State University of New York System across multiple campuses and building on the new vision and strategy articulated by the Provost and the Chancellor. This system-level role facilitates high-level international engagement and establishes system-wide agreements and Memoranda of Understanding (MOUs) that individual campuses can adapt to develop their own globally focused programs. The Vice Chancellor collaborates with campus-level international affairs offices to support and enhance global initiatives tailored to each campus's unique needs while fostering a unified approach to global impact.
Primary Responsibilities:
System-Level Strategy and Coordination:
- Oversee all aspects of global affairs within SUNY System Administration, including International Programs, the primary campus-service unit within the Office of Global Affairs (OGA).
- Lead the development and execution of the global component of SUNY's strategic plan, gathering input from students, faculty, staff, and international constituencies.
- Partner with the Office of Enrollment Management and campuses to increase international undergraduate and graduate enrollment to enrich on-campus learning and research.
- Partner with the Office of Research, the Research Foundation, and campuses to increase sponsored research conducted in collaboration with international partners.
- Establish and track key metrics to monitor progress, implementing course corrections as necessary based on ongoing analysis of SUNY's global initiatives.
High-Level Partnerships and MoUs:
- Identify, negotiate, and manage system-wide MOUs and partnerships with international universities, research organizations, and government entities.
- Facilitate high-level engagements and agreements that provide a framework for campuses, enabling them to design programs that meet specific academic and research goals.
- Work closely with campus leaders to support campus-level global activities through leadership, policy guidance, data collection, best practices, professional development, and risk mitigation.
Approval and Program Oversight:
- Serve as the Chancellor's designee for approving education abroad and exchange programs.
- Collaborate with the Office of Academic Programs and Planning and the Provost on the review and quality assurance of joint/dual degree programs and other academic programs involving study outside the United States.
Representation and Advocacy:
- Represent the SUNY System in international contexts, including at foreign institutions, international organizations, and professional associations within the United States.
- Develop and maintain relationships with international partners, governments, and academic institutions, advocating for policies and partnerships that benefit all SUNY campuses.
Campus Engagement and Collaboration:
- Maintain ongoing communication with SUNY campuses through regular visits and consultations, as well as to overseas programs and potential international partners.
- Lead campus conversations to foster new joint or dual academic programs with global partners, supporting campuses in identifying and leveraging global opportunities aligned with their missions.
Risk Management and Compliance:
- Develop and oversee an international risk management plan for SUNY's programs and global activities, ensuring compliance with legal and safety standards across the system.
Requirements:
Minimum Qualifications:
- Education: Master's degree in international relations, Higher Education, Public Policy, or a related field.
- Experience: At least 10 years of demonstrated professional experience in global affairs and international partnerships within higher education (or in close collaboration with higher education institutions), including deep familiarity with the policy landscape and emerging issues in international education.
- Skills: Proven ability to lead and collaborate with a diverse team, including individuals from varied national and cultural backgrounds.
Preferred Qualifications:
- International Experience: Demonstrated experience living, working, or conducting significant projects outside the United States, with a strong understanding of various global cultures.
- Government and Policy Background: Experience in a government role, such as the U.S. State Department, with a focus on foreign relations or diplomacy.
- Academic and Curriculum Development Experience: Background in academia with experience in partnership-building, curriculum development, and management, particularly in international contexts.
- Multilingual Proficiency: Professional fluency in one or more languages beyond English.

- Cross-Cultural Communication and Sensitivity: Exceptional intercultural communication skills, with the ability to work effectively with stakeholders across diverse cultures and nationalities.
- Negotiation and Diplomacy: Skilled in high-level negotiation and relationship-building with international partners, including government, academia, and private sectors.
- Risk Management and Compliance: Proficiency in developing and overseeing international risk management plans, ensuring adherence to safety, compliance, and policy standards.
- Project Management and Execution: Strong organizational skills with experience leading complex, multi-faceted projects across multiple institutions and international settings.
- Data-Driven Decision Making: Ability to establish and track key metrics to evaluate progress on global initiatives and implement adjustments as needed.
- Flexibility and Adaptability: Willingness and ability to travel extensively, including evenings and weekends, to build and maintain global partnerships and engage with SUNY campuses and international programs.
Additional Information:
- Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $175,000 - $250,000.
- Requires extensive travel, including frequent work during evenings and weekends, to build and maintain global partnerships and engage with SUNY campuses and international programs. Excellent Benefit Package which includes: NYS health insurance, free dental and vision coverage, competitive retirement options, tuition assistance, parental leave at full pay, and generous vacation, sick, and holiday time. 13 days of paid holidays per year; 21 days of vacation and 21 days of sick time accrued each year.
