Reports To: Supervisor of Student Services
POSITION OVERVIEW
The Student Services & Counseling Specialist will collaborate with the student services team to lead, support, and monitor district-wide initiatives related to school counseling, Multi-Tiered Systems of Support for Social, Emotional, and Behavioral needs (MTSS SEB), school culture, climate, and restorative practices. This role requires a strong background in providing mental health services, along with extensive experience in training and supporting staff and administrators to enhance student well-being and school environments.

TRAINING
Appoquinimink School District may require you to be trained in Safety-Care or a similar competency-based crisis prevention intervention training program as a condition of your continued employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:
- Serve as the primary lead for professional development and ongoing support for School Counselors across the district.
- Assist school teams in analyzing discipline data, identifying trends, and addressing areas of concern.
- Collaborate with building-level MTSS teams to implement strategies and programs designed to reduce disciplinary removals.
- Evaluate the effectiveness of Tier I and Tier II interventions and provide recommendations for improvement.
- Participate in district and school-based MTSS SEB team meetings to ensure consistent implementation of social-emotional and behavioral support systems.
- Provide guidance and assistance to targeted schools in applying recommended interventions and support strategies.
- Review and analyze district and school discipline data, attendance records, and academic performance to identify areas for improvement.
- Facilitate professional development for building staff in areas such as restorative practices, social-emotional learning (SEL), and trauma-informed care.
- Oversee the implementation of programs focused on promoting social-emotional wellness across schools.
- Collaborate with teams to develop and refine data systems for tracking the effectiveness of student interventions.
- Monitor the district’s Threat Assessment and Crisis Intervention processes to ensure timely and appropriate responses.
- Lead efforts to track and support students at risk due to chronic absenteeism, disciplinary issues, or academic challenges, using data-driven reports (e.g., Triangle Report).
TRAVEL REQUIREMENTS
Travels to school district buildings and professional meetings as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of child psychology principles, assessments, methods, behavior modification, etc., and current developments in student mental health.
- Knowledge of data information systems, data analysis and the formulation of action plans.
- Knowledge of applicable federal and state laws regarding education and students.
- Ability to use computer network system and software applications as needed.
- Ability to organize and coordinate work.
- Ability to communicate effectively with students and parents.
- Ability to engage in self-evaluation with regard to performance and professional growth.
- Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
MINIMUM QUALIFICATIONS
- Must hold or be eligible for State of Delaware Department of Education License as a School Counselor. Teaching experience preferred.
- Knowledge of best practices in special education.
- Knowledge of IDEA/504 and the IEP process.
- Knowledge of psychometric behavioral observation scales and monitoring student progress through data collection.
- Understanding of Functional Behavior Assessments and Positive Behavior Support Plans.
- Excellent organizational, communication, and computer skills.
- Criminal background check, Tuberculin testing, and health verification.

PHYSICAL AND ENVIRONMENTAL CONDITIONS
The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom.
PRE-EMPLOYMENT REQUIREMENTS
- All persons employed by the Appoquinimink School District are required to submit a criminal background check and a tuberculosis test.
- Anyone offered employment is required to provide the following: proper identification (Social Security Card and Driver’s License), documentation of eligibility for employment in the U.S.A., completion of I-9 form, and completion of paperwork for the Delaware Child Protection Registry.
